Electrical and R&TT products accessing the market of China are subject to:

• CCC (China Compulsory Certificate) Certification. The CCC mark is Chinese national safety and quality mark.

What is SRRC ?

SRRC is the State Radio Regulatory Commission of the People's Republic of China.

Since June 1, 1999, the Ministry of Information Industry (MII) has mandated that all radio component products sold and used in China must obtain a Radio Type Approval Certification. The State Radio Monitoring Center (SRMC), formerly known as the State Radio Regulation Committee (SRRC), is the current authority to test and certify radio model approvals in mainland China.

At present, China has set a special frequency range for different types of radio transmitting equipment, and not all frequencies can be legally used in China. In other words, all radio transmitting equipment sold or used in its territory will specify different frequencies. In accordance with the "Regulations on the Administration of Imported Radio Transmission Equipment" and the "Regulations on the Production of Radio Transmission Equipment", in order to strengthen the management of the import and production of radio transmission equipment, any radio transmission equipment exported to the People's Republic of China, or within the territory of the People's Republic of China Radio transmission equipment for production (including trial production) shall be subject to the "Radio Transmission Equipment Type Approval Certificate" issued after the State Radio Regulation Committee (SRRC) has approved the type of its transmission characteristics. The model approval code (CMIITID) must be marked on the label of the factory equipment to be available for sale. In addition, applicants must pay attention to the scope of certain radio transmission equipment, not only apply for "radio model approval certification", but also must apply for China Compulsory Certification (CCC) and / or Network Access License (MII) approval.

Radio transmission equipment type approval inspection requirements

1. Inspection basis and reference standard for the approval test of the type of radio transmission equipment

2. The test equipment model should have test procedures, methods, standards, conditions, test connection block diagrams and special test accessories and near test reports (copy or copy can be);

3. If the transmitting port of the device under test belongs to a non-standard interface, it is necessary to provide the text or chart basis of the cable attenuation value of the tested device test connection cable and the company seal;

4. If necessary, the applicant must send engineering and technical personnel to cooperate with the test;

5. If the equipment submitted by the applicant for inspection is unqualified after inspection, the second sampling or re-sampling of the prototype is allowed to be re-inspected. If more than two (including two) of the sampled machines are unqualified after inspection, The second sampling is no longer carried out, and it is judged to be a non-conforming product; if one or more unqualified after the second inspection, it is judged to be a non-conforming product;

Signing of the radio transmission equipment type approval inspection agreement

1. The "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement" can be signed only if the applicant/agent application unit submits the requirements for the approval of the radio transmission equipment model and the sample testing requirements;

2. The "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement" shall be valid only after the signature of both the applicant and the accepting engineer of the applicant or the applicant application unit;

3. The “National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement” is calculated from the date of signature. The inspection time of the model approval prototype is normally completed within 20 working days, and the acceleration is completed within five working days (including the inspection report). );

4. When signing the "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement", you can choose normal or expedited (fast) testing services.

5. Except in the special case where the above conditions still do not meet the conditions for model approval inspection (test) and force majeure.

Radio transmission equipment type approval application procedure

01 -> application procedure

To apply for approval of radio transmission equipment, the following materials should be submitted:

1. The sponsor submits the original or photocopy of the official seal of the application unit (equipment manufacturer) and the “Approval Form for Approved Radio Transmission Equipment Model” and “Registration Information Registration Form”; Authorized Radio Transmission Equipment Model Power of Attorney

2. Submit a copy of the “Corporate Legal Person Business License” of the application unit (including the agent application unit).

3. Submit the technical specification (including the software and hardware version number) and user manual of the model of the bidding equipment;

4. Submit the circuit diagram and block diagram of the device under test.

5. Submit three sets or electronic versions of the color photos printed on A4 paper, which should include the samples tested:

(1) overall photo;

(2) frontal photos;

(3) Side photos (including launch ports, interfaces, etc.);

(4) Back photo (including the launch port, interface, etc.);

6. The internal circuit board of the device under inspection.

7. The nameplate (label) of the equipment to be inspected; the name of the equipment, the applicant (equipment manufacturer), the equipment serial number and the approval code CMIIT ID should be clearly displayed on the nameplate (label): the lower part of the photo appearance must also be marked with Check the structural dimensions of the equipment.

The domestic application unit or its entrusted application unit submits an application to the radio management agency of the province, autonomous region or municipality directly under the Central Government.

The radio regulatory agencies of all provinces, autonomous regions and municipalities directly under the Central Government shall complete the preliminary examination within 20 working days from the date of accepting the application. If the initial review does not agree, the application materials will be returned to the applicant. If the preliminary examination agrees, the application materials will be submitted to the Radio Administration of the Ministry of Information Industry.

02 -> Acceptance, review and decision procedures

(1) The Radio Administration of the Ministry of Information Industry reviews the application materials received. If the application materials are incomplete or do not conform to the statutory form, they shall inform the applicant of the materials that need to be corrected on the spot or within 5 working days. If the application materials are complete and conform to the statutory form, or if the applicant submits all the correction materials as required, it shall be accepted and notified to the applicant in writing. If it is not accepted, the applicant shall be notified in writing.

(2) The Radio Administration Bureau of the Ministry of Information Industry shall make a decision on approval or disapproval of the model approval application within 20 working days from the date of acceptance. For approval, the "Radio Launch Equipment Type Approval Certificate" shall be issued; if the approval is not granted, the applicant shall be notified in writing and the reasons shall be explained.

Apply for SRRC certification considerations

1. If the applicant company does not have an ISO quality system certificate and applies for SRRC certification, please add the description of the quality system to the company introduction of the applicant unit, which mainly includes the following points:

1) The company has not obtained the IS0 quality system certificate;

2) How the quality of the current product is quality management, a brief description;

3) Ensure the consistency of product quality.

2. If the name of the company is inconsistent with the brand of the equipment, a copy of the registration certificate of the brand or the original authorization of the brand owner to the applicant company is required. If the business name is the same as the brand, you do not need to provide this file.

3. In the model approval, the problem of the equipment antenna is a problem that is often encountered. In principle, the SRMC's requirements for the antenna are non-removable with the equipment, which is called integral, because the actual transmission of the equipment after the antenna is changed. The parameters will change. However, in actual equipment, many antennas are replaceable. For this reason, the SRMC stipulates that the non-standard universal interface can be regarded as an integrated antenna. For example, an SMA interface of an antenna is regarded as a non-integrated antenna and will not be The test passes, but the R-SMA antenna interface can be considered equivalent to the integrated antenna by SRRC, and the test will be OK. 4. If the same equipment is applied for SRRC approval of different brands or different models at the same time, each model must apply for and pay separately.

Preparing Samples

Conducted emissions will be tested during the SRRC approval process, so the manufacturer must prepare samples with conductive terminals to connect to the testing equipment. If the RF module does not function continuously during testing, the manufacturer must configure the sample to force the module to work under different modes, such as modulation mode at different frequencies with different transmission speeds, carrier wave only, etc.

Module approval

As of January 2, 2014, the Ministry of Industry and Information Technology (MIIT) announced module approval for transmission modules, which can be embedded into non-radio end products (e.g. ITE, household products, etc.) as accessories or peripherals. The “module” here refers to a device, which cannot work independently unless being embedded in an end-product to transmit radio signals.

There are two types of modules under this category:

·       Full non-independent operation radio transmission module, a.k.a. Full Module

2. Complete shielding for the RF unit (no shielding needed for the module)

3. Integrated antenna

5. Complies with related law and regulation

·       Limited non-independent operation radio transmission module, a.k.a. Limited Module: 

1. Modules that comply with 3 of the first 4 conditions above, plus 5

Full Module: Radio Type Approval is required for the module. The end product does not need to apply for the SRRC certificate, but it must indicate the following information on the label or in the user manual: “ This product uses SRRC approved Radio modular. CMIIT ID : XXXXYYZZZZ”

Limited module: Manufacturers can apply for SRRC approval separately, and there will be an “M” mark after the CMIIT ID number. Modular manufactures should clearly indicate the conditions of use and detailed configuration instructions in the technical manual.  The following declaration must be included: “Modular approval does not mean end product can meet Radio management regulation or standard. End product manufacture is responsible for the technical compliance of standard and regulation for final use”.

End products embedded with “Limited module” should also apply for SRRC approval but only need to undergo radiated emission testing. The end-product certificate will indicate the modular approval number(s); when the end product needs to add or exchange the “Limited module,” the modular approval number in the end product certificate will be updated while the end product can still use the original approval number. In addition, multi-listing is allowed for series models using the same “limited module”.

Key issues:

If the application for applying for SRRC certification is an enterprise in mainland China (excluding Guangdong), the company applies for approval of the machine each year (excluding TD system, including TD-SCDMA or TD-LTE), and needs to approve the test report (as long as it is authorized After the completion of the report issued by the testing organization, the relevant paper materials such as the report and the application form will be submitted to the place where the applicant is located without approval. After the approval of the local committee, the application information of the SRRC can be uploaded and submitted.
