Safety and Energy Efficiency Requirements

All imported products must comply with the compulsory specifications (VC) as enforced by the National Regulator for Compulsory Certification (NRCS). There are two main Compulsory specifications for the electrical and electronic products:

• VC 8055 Compulsory Specification (VC) for the electrical and electronic apparatus. This compulsory specification establishes the mandatory safety requirements for the EEE products.

• VC 9008 Compulsory specification for energy efficiency and labeling of electrical and electronic apparatus. The following products: electric ovens, air conditioners, dishwashers, audio and video equipment, refrigerators, washing machines, washer-dryer combinations, tumble dryers are subject to LOA on energy efficiency.

The Letter of Authority (LOA) is required from manufacturers of regulated products upon conformity assessment. The document confirms the product meets safety requirements  set by the NRCS. The LoA validity period is 3 years.

REGULATIONS

• A Letter of Authority (LoA) is required by manufacturers of regulated products upon conformity assessment.
• Test reports must be from a test laboratory by a national accreditation body affiliated to the International Laboratory Accreditation Cooperation (ILAC) and/or be an IECEE CB Scheme member.
• On top of LoA, manufacturers of regulated products may choose to obtain the South African Bureau of Standards (SABS) Mark.
• Compliance with SANS and/or IEC standards.

GUIDELINES

• Manufacturers are first required to register with the NRCS Electrotechnical Department before a LOA will be issued.
