Israel MoC Guide for Telecom Device
Israel Market Access for R&TTE Device
There are two options for electrical products to get access to the market of Israel:
Import approval issued by SII (Standards Institute of Israel)
Import Permit issued by MOE (Ministry of Economy)
Products with a rated voltage more than 9 V d.c. requires the SII approval. For the SII approval, electrical product safety testing is mandatory. Furthermore, if a manufacturer wants to place a conformity mark (SII Mark) to the product, pre-license factory inspection is required, otherwise, only SII permit is granted.
Second way to get access to the market of Israel for electrical product is the MOE approval. In this case, SII testing is not required. This procedure is simpler than the SII approval but can be applicable for the ITE product that is in the list of exemption approved by the Israeli Ministry of Economy.
Thus, most ITE products can be put to the Israel market with the MOE certificate instead of the SII Certificate.
MOE grant such exemption based on the custom product code for telecom equipment, computers, and accessories, and some other equipment with custom codes listed in the MOE exemption list.
Access to the market of Israel for Wireless and Telecommunication terminal equipment is governed by the Ministry of Communication (MOC) in the form of certification.
Depending on a product category, one of the following type of approvals is carried out:
– MOC Wireless Type Approval
– MOC Telecom Type Approval
Wireless equipment covering any device with a radio transmitter is subject to Israel’s Ministry of Communications (MOC) type approval for wireless devices.
The approval process includes review of foreign standard test reports, but MOC may require additional testing and/or inspection sample(s) of the equipment.
However, it is necessary to mention that products with BT only or GPS only or BT + GPS only do not require Ministry of Communications (MoC) Type Approval.
Equipment connected to the public network requires type approval from Israel’s Ministry of Communications (MOC) as well.
Approval can often be issued based on the review of foreign standard test reports without in-country testing.
Conclusion:
Electrical product can get access to the market of Israel with SII or MOE approval.
Conformity mark is not required, however, if a manufacturer wants to put the SII mark to the product, pre-license factory inspection will be necessary.
R&TT products are subject to MOC type approval.
Products with BT only or GPS only or BT + GPS only do not require Ministry of Communications (MoC) Type Approval.
