Chinese Taipei Market Access for Electrical
The Bureau of Standard, Metrology and Inspection (BSMI) is the authority, under the Ministry of Economic Affairs (MOEA). It is responsible for standardization, metrology, and product inspection in Taiwan. The authority is aimed to protect the rights and interests of consumers and ensure the commodities produced for the domestical use or import comply with inspection requirements before they are placed on the market. The BSMI is dedicated to promoting standardization, metrology, and inspection systems in line with international practices.
The Taiwan Commodity Inspection System consists of four schemes introduced by BSMI. They are applicable to all regulated products. The BSMI certification process covers safety regulations, electromagnetic compatibility, and related tests. It must be completed before the product is authorized to use the BSMI Commodity Inspection Mark.
There are four mandatory inspection schemes which require compliance with product inspection requirements:
Type Approval Batch Inspection (TABI) - an application with documentation and test reports are submitted to BSMI
Monitoring inspection (MI) - a simplified batch-by-batch inspection system
Registration of Product Certification (RPC) - an application with documentation and test reports are submitted to a designated Certification Body
Declaration of Conformity (DoC) - an application with DoC are submitted to BSMI. The applicant maintains a technical file.
The choice of the appropriate conformity assessment procedure depends on the product characteristics as well as other factors.
An applicant must be registered as a company in Taiwan. Products must comply with Chinese National Standards (CNS) for specific products. A test report from laboratories accredited by BSMI is accepted. For some products, EMC compliance can be additionally required.
The products covered by the BSMI approval include:
Information technology equipment
Audio and video equipment
Household and similar-use appliances
Lighting products
Electric tools
Laboratory, test, and measurement equipment
Low-voltage electrical equipment
Electrical wires and cables
Switches for circuits, installation protective, and connection devices
3C (Computer, Communication, and Consumer Electronics) secondary lithium cells/batteries, power banks, battery chargers, etc.
BSMI Marks and Labels
After inspection, commodities shall have the commodity inspection marks affixed to them.Below is the pattern of the commodity inspection marks:

The BSMI Safety Mark is mandatory for electrical and electronic products under the Commodity Inspection Act.

Regulatory Authority
There are two Chinese Taipei organizations that regulate aspects of telecommunications equipment:
- Bureau of Standards, Metrology and Inspection (BSMI)
The BSMI is the authority responsible for standardization, metrology and product inspection. BSMI regulates EMC for telecommunications products.
- National Communications Commission (NCC – formerly DGT)
The NCC regulates the telecommunications/radio, information and broadcasting sectors.

Standards Available for Recognition
BSMI requires that EMC testing be performed in accordance with the following National Standards of the Republic of China:
1. CNS 13438 (2006) – Up to 6 GHz.
- The measurement distance for frequency up to 1 GHz is 10 meters.
- The measurement distance for frequencies from > 1 GHz up to 6 GHz is 3 meters.
CABS that do not have the necessary facilities to test radiated emissions in both distance ranges can apply for a limited designations as follows:
- For CABS that can only test at 10 m: CNS 13438 (Up to 1 GHz)
CABS that do not have the necessary facilities to test radiated emissions in both distance.

Test Reports and Filing Process
a. Test reports submitted by the CAB can be in English.
b. Documentation (user manuals, warnings etc.) for class A devices may be in English. However, the warning label for class A devices must be in Mandarin Chinese.
c. Documentation (user manuals, warnings etc.) for class B devices must be in Mandarin Chinese.
d. There must be a legally responsible representative (to act as the applicant) in Chinese Taipei. The representative will handle the application to BSMI.
e. The CAB must send the electronic file or paper file of the test reports to the representative/applicant in Chinese Taipei.
f. The representative/applicant will submit all application documents to BSMI via the e-filing system:

g. A file number will be assigned upon receipt of each application.
h. The representative in Chinese Taipei must be available to help facilitate communications on any issues that come up with the test report that has been filed.

b. CABs are responsible for obtaining accurate translations of the relevant information and for following the mandatory interpretations.
c. BSMI welcomes all interested parties, manufactures, CABs, agents, etc., to attend its monthly technical meeting and submit technical topics to discuss. These meetings are open to the public.
